On the Measures for Effective Implementation of the Association Agreement including The Deep and Comprehensive Free Trade Agreement (DCFTA) between Georgia and the European Union

 

Georgia initialed the Association Agreement with the European Union (the EU) at the Vilnius Summit on 29 November 2013. The Agreement will be signed not later than early autumn of 2014. Implementation of the Association Agreement shall start before it is signed under the so-called Association Agenda. Georgia and the EU have launched negotiations on the Association Agenda to create a solid ground for implementing the Association Agreement and to define priorities for 2014-2016. Accordingly, ensuring effective implementation of the Association Agreement is one of the most important priorities of the Government of Georgia.  

Therefore:

The Office of the State Minister of Georgia for European and Euro-Atlantic Integration shall be assigned to:

1. Develop, coordinate, and monitor a unified policy for implementation of the Georgia-EU Association Agreement.

2. Prepare a National Action Plan for Implementation of the Association Agreement in close cooperation with and considering priorities of the respective line-Ministries.

3. Coordinate assistance programs of the EU and EU Member States that support implementation of the Association Agreement.

4. Strengthen coordination with the Parliament of Georgia to approximate the legislation of Georgia with the EU acquis and to effectively implement the relevant legislative measures.

5. Prepare semi-annual and annual reports on activities carried out within the Annual National Action Plan for Implementation of the Association Agreement.

6. Facilitate the engagement of the civil society in the EU integration-related issues.

7. Appoint a focal point to coordinate implementation of the DCFTA, as the part of the Association Agreement, with the Ministry of Economy and Sustainable Development of Georgia.

The Ministry of Economy and Sustainable Development of Georgia shall be assigned to:

1. Coordinate and monitor implementation of the DCFTA, as the part of the Association Agreement.

2. Prepare an Annual National Action Plan for Implementation of the DCFTA, as the part of the Annual National Action Plan for Implementation of the Association Agreement.

3. Prepare semi-annual and annual reports on implementation of the DCFTA, as the part of a report on the Annual National Action Plan for Implementation of the Association Agreement.

4.   Appoint a focal point to coordinate implementation of the DCFTA, as the part of the Association Agreement, with the Office of the State Minister of Georgia for European and Euro-Atlantic Integration.

The Ministry of Foreign Affairs of Georgia shall be assigned to:

1. Conduct political dialogue with the EU, including within the EU-Georgia cooperation institutions and political consultations on priority issues.

2. Coordinate the negotiation process with the EU on drafting and updating the Association Agenda.

LEPL Training Centre of the Ministry of Foreign Affairs of Georgia shall be assigned to:

Support the development of institutional capacities, within its responsibilities, for the effective implementation of the Association Agreement.

LEPL Legislative Herald of Georgia under the Ministry of Justice shall be assigned to:

Translate EU legislation related to implementing and follow-up reporting on the Association Agreement into Georgian and legislation/draft laws of Georgia into English.

Line Ministries shall be assigned to:

1. Strengthen and increase capacity of the Units working on European integration issues within the Ministry and appoint a person responsible for European integration issues (at the level of Deputy Minister).

2. Develop a section of the Annual National Action Plan for Implementation of the Association Agreement within the responsibilities of the Ministry.  

3. Include the priorities of the Association Agreement in the Annual National Action Plan of the Government of Georgia for the Association Agenda.

4. Prepare sections of semi-annual and annual reports on the activities undertaken within the Annual National Action Plan for Implementation of the Association Agreement within the responsibilities of the Ministry.
