On Approval of the Amount and Rules of Payment of Fees for the Publication of Normative Acts in the Legislative Herald of Georgia and for Related Services
In accordance with Article 25(1)(b) and Article 26(4) of the Organic Law of Georgia on Normative Acts, I hereby order:
1. The Amount and Rules of Payment of Fees for the Publication of Normative Acts in the Legislative Herald of Georgia and for Related Services shall hereby be approved.
2. The fees approved under this Order shall not apply to any purchase made on the basis of Order No 225 of 6 December 2010 of the Minister of Justice of Georgia on Approval of the Amount and Rules of Payment of Fees for the Publication of Normative Acts in the Legislative Herald of Georgia and for Related Services, before the entry into force of this Order. Service contracts concluded between parties shall be valid for the period of provision of the respective services.
3. Order No 225 of 6 December 2010 of the Minister of Justice of Georgia on Approval of the Amount and Rules of Payment of Fees for the Publication of Normative Acts in the Legislative Herald of Georgia and for Related Services shall be declared invalid.
4. This Order shall enter into force upon promulgation and shall apply to relations established after 1 January 2022.

The Amount and Rules of Payment of Fees for the Publication of Normative Acts in the Legislative Herald of Georgia and for Related Services
Article 1 – General provisions
In accordance with the Organic Law of Georgia on Normative Acts, these Rules determine the rates and procedure of payment of fees for the publication of normative acts and other information documents in the Legislative Herald of Georgia (‘the Herald’) and for related services provided by the Herald (‘the fees’).
Article 2 – Concept of a fee
A fee is a mandatory amount payable for the publication of normative acts and other information documents on the website of the Herald and for related services provided by the Herald.
Article 3 – Fee types
Types of fees are as follows:
a) publication fees;
b) service fees.
Article 4 – Publication fees
1. Normative acts and other information documents are published on the official website of the Herald.
2. Fees for the publication of normative acts and other information documents on the website are determined by Table 1.1 of Annex No 1.
3. The Herald shall have the right to publish a document on its website, the publication of which is not mandatory by law, without the payment of a fee by an interested person.
Article 5 – Service fees
1. The fees for the services provided by the Herald are as follows:
a) fees for using systematised normative acts (except for legislative acts) published on the Herald website, and fees for providing thematically classified normative acts in an electronic form (Table 1.2 of Annex No 1);
b) fees for translating, and revising and editing the translated text (from English into Georgian or vice versa) (Table 1.3 of Annex No 1);
c) fees for editing texts in Georgian (Table 1.4 of Annex No 1);
d) fees for the systematisation of individual administrative acts and acts regulating the activities of legal entities under private law (Table 1.5 of Annex No 1);
e) fees for printing legal acts, and other related documents and periodicals (Table 1.6 of Annex No 1).
2. The chairperson of the Herald shall have the right to exempt a natural person from the payment of the service fees provided for by paragraph 1(a) of this article, based on a reasoned decision, in agreement with the Minister of Justice of Georgia.
3. Systematised legislative acts, as well as other normative acts and information documents published on the website, can be viewed free of charge.
4. The service fees:
a) determined by paragraph 1(b) of this article shall not apply to the obligations of the Herald provided for by Decree No 186 of 7 February 2014 of the Government of Georgia on the Measures for Effective Implementation of the Association Agreement including The Deep and Comprehensive Free Trade Agreement (DCFTA) between Georgia and the European Union;
b) determined by paragraph 1(e) of this article shall not be paid for printing the legal journal, which is an academic periodical of the Ministry of Justice of Georgia.
5. The amount of fees for services not explicitly provided for by these Rules shall be determined by a respective agreement.
Article 6 – Procedure and conditions for the payment of fees
1. The service fees determined by Article 4 and Article 5(1)(a) of these Rules shall be paid in accordance with the conditions provided for in the same Annex, before rendering the respective services, by non-cash payment. Public institutions shall have the right to pay the fees within 10 business days after the provision of services.
2. The service fees determined by Article 5(1)(b)-(e) of these Rules shall be paid by non-cash payment, within 10 business days after signing a certificate of acceptance for the provision of services, in accordance with the conditions specified in Tables 1.3-1.6 of Annex No 1 to these Rules.
Article 7 – Refund of paid fees
In accordance with these Rules, fees paid by mistake or in excess shall be refunded to an applicant within 10 business days after a respective written request. Such request shall include information about the name, identification code, and bank details of the payer, and the amount paid in excess/by mistake.

2. The fee for viewing (downloading) a normative act shall be GEL 4 per one normative act.
3. The fee for providing thematically classified normative acts in an electronic form shall be GEL 2 per one theme.
