LAW OF GEORGIA
ON SPECIAL VOCATIONAL EDUCATION AND TRAINING
Chapter I - General Provisions
Article 1 - Purpose of the Law
The purpose of this Law is to regulate the process of providing special vocational education, to establish the rules for acquiring special vocational education and the status of a special vocational education institution in Georgia.
Article 2 - Legal grounds for special vocational education
Legal grounds for special vocational education shall be: the Constitution of Georgia, international treaties and agreements of Georgia, the Law of Georgia on Vocational Education, this Law and other normative acts of Georgia.
Article 3 - Definition of terms
The terms used in this Law shall have the following meanings:
a) special vocational education – education aiming to train a person for future professional service in the Ministry of Internal Affairs of Georgia, the State Security Service of Georgia and/or the emergency response forces;

c) a trainer – a person training trainees for the purpose of developing their theoretical knowledge and practical skills;
d) a trainee – a person studying according to a special vocational education and training programme;
e) special vocational training – learning aimed at acquiring basic special vocational knowledge and skills within the sphere of activity of the Ministry of Internal Affairs of Georgia, the State Security Service of Georgia and/or the emergency response forces;
f) retraining – learning aimed at acquiring special vocational knowledge and skills, different from previously acquired knowledge, due to the necessity of change in the specifics of special vocational occupation;
g) qualification upgrade – a learning process aimed at acquiring additional special vocational education and improving skills within the sphere of activity of the Ministry of Internal Affairs of Georgia, the State Security Service of Georgia and/or the emergency response forces by a person with special vocational education.

Article 4 - Goals of special vocational education and training
The goals of special vocational education and training in Georgia shall be:
a) to provide the Ministry of Internal Affairs of Georgia, the State Security Service of Georgia and the emergency response forces with qualified staff;
b) to ensure retraining and upgrading of the qualification of the staff of the Ministry of Internal Affairs of Georgia, the State Security Service of Georgia and the emergency response forces;
c) to develop the system of learning in the field of special vocational education and training.

Chapter II - Procedure of Acquiring Special Vocational Education and the Programme of Special Vocational Education and Training
Article 5 - Right to acquire special vocational education
Everybody shall have the right to acquire special vocational education, except for persons who, under the legislation of Georgia, may not be admitted for service in the Ministry of Internal Affairs of Georgia, the State Security Service of Georgia or the emergency response forces.

Article 7 - Programme of special vocational educational and training
1. A special vocational education and training programme shall be implemented to study the basic topics necessary for the staff of the Ministry of Internal Affairs of Georgia, the State Security Service of Georgia and the emergency response forces to perform their official duties and exercise the rights granted to them.
2. A special vocational education institution shall develop a special vocational education and training programme.
3. The Ministry of Internal Affairs of Georgia shall determine the procedure for admission to a special vocational education and training programme.

Article 8 - Evaluation of trainees
1. A special vocational education institution must evaluate trainees according to fair and established criteria.
2. A trainee evaluation system and criteria shall be defined by special vocational education institutions, as provided for by the legislation of Georgia.
Chapter III - Status, Organisational and Legal form and Activities of a Special Vocational Education Institution
Article 9 - Status and organisational and legal form of a special vocational education institution
1. The Academy of the Ministry of Internal Affairs of Georgia, a legal entity under public law (LEPL), shall be a special vocational education institution within the Ministry of Internal Affairs of Georgia.
2. The Academy shall:
a) carry out training under a special vocational education and training programme;
b) carry out training under a programme of retraining and qualification upgrade for acquiring special vocational education and developing and improving skills for professional development purposes;
c) organise and implement appropriate special vocational training and retraining courses on the basis of a contract.
Article 10 - Administration of a special vocational education institution
A special vocational education institution shall be administered as provided for by its statute (regulations).
Article 11 - A trainer
For the purpose of developing theoretical knowledge and practical skills, trainees shall be trained by a trainer who must have a higher education or at least three years' experience in the relevant field.
Article 12 - Social and legal obligations of a special vocational education institution
1. During the training process, a special vocational education institution shall be obliged to provide an environment that is safe for health and life on the territory of the institution.
2. Additional social and legal obligations of a special vocational education institution shall be determined by the Minister of Internal Affairs of Georgia, as needed.
Article 13 - Entry into force of this Law
This Law shall enter into force upon promulgation.
